About LCQ

The Licence Controller Qualification is the gateway to a manager's certificate: you achieve NZQA unit standards 4646 (knowledge of the Sale and Supply of Alcohol Act 2012 and its implications for licensed premises) and 16705 (host responsibility as a duty manager), then apply to your local council. The assessment is open book, which catches people out: knowing where an answer is only helps if you understand the framework. Asessly practises the object of the Act, duty manager obligations, host responsibility, evidence of age and the offences that carry personal liability.

What is the Licence Controller Qualification?

The LCQ is the New Zealand qualification required before applying for a manager's certificate under the Sale and Supply of Alcohol Act 2012. It is achieved through NZQA unit standards 4646 and 16705.

Does the LCQ let me work as a duty manager?

Not on its own. After the LCQ you apply to your local district licensing committee for a manager's certificate, and the committee seeks police and inspector reports before deciding. The certificate is what allows you to act as duty manager.

The assessment is open book, so is it easy?

Open book is exactly why people underestimate it. The questions are applied: they describe a situation on a licensed premises and ask what you must do. Knowing where an answer sits in a handbook does not help if you do not understand the framework. The assessments are developed and pre-moderated by ServiceIQ and delivered by NZQA-accredited providers, so the format is consistent wherever you sit it.

Does Asessly award the LCQ?

No. We are not an NZQA-accredited LCQ provider, we do not award unit standards 4646 or 16705, and completing Asessly practice does not produce an LCQ certificate. We publish practice for the knowledge behind it.
